Roll out pre-made baking dough or make your own (puff pastry is another fun option). Cut circles out of the dough using biscuit or cookie cutters, or the top of a glass. Cut a hole with a smaller cutter. Heat cooking oil in a deep skillet to medium-high (reduce to medium if oil pops and splatters while cooking). Gently lay biscuit doughnuts into oil and cook until golden brown. Transfer to a paper towel lined plate to drain. Roll in sugar or top with chocolate frosting.
